Die Urteilsbegründung in englischer Sprache in voller Länge:
DOPS suspended Alexander Rauchenwald of EC Red Bull Salzburg for two games, because of Clipping.
According to the Arbitrator and after reviewing video evidence, the player Alexander Cijan of EC Red Bull Salzburg, on Sunday, November 26th 2017 time 27:28, at Vienna made contact with an opponent deemed as Clipping, IIHF Rule 125. As per the 2017/18 EBEL Gamebook Part I – Chapter III – § 10, video evidence was sent to PSC (IDOPS) for a final verdict.
On November 26th in a game in Vienna, a incident occurred which is deemed clipping. As the play developed, the VIC player gained puck possession of a lose puck in the neutral zone near the boards and immediately skated across the neutral zone ice. While play progressed and skating in an opposite direction through the neutral zone of the VIC player, the RBS player Alexander Cijan makes a defensive play. The play in real time occurred very quickly for both players.
At the point of contact between Alexander Cijan and the VIC player, it is has been determined that Alexander Cijan, in an attempt to make a hip check, lowered his body to the point where his hip was at the knee height of the VIC player. A hip check is suppose to be hip to hip contact and not at the knee area of the opposing player. The incident was sent to the EBEL PSC and determined that supplementary discipline is required. The incident is deemed clipping.
Consideration was also expressed that the VIC player, although not the determining cause of the clipping action, did make a fake move to his left and immediately back to his right which is the reason his leg is extended out in a vulnerable position, which leads to some of the oneness of the knee contact being on the VIC player.
It is important to recognize that the VIC player did sustain an apparent injury due to the clipping action. However, the VIC player did return to play after the clipping incident and on a different incident, left the game due to an apparent injury occurred.
The incident was deemed by PSC as a Category 1 – ‘Careless’ – insufficient attention or thought to avoid harm or error. Liable to happen as a consequence of, by intending to affect an opponent through a reactionary or accidental motion or the incident is deemed careless causing negligence.
Effective immediately, Alexander Cijan is suspended for 2 games.
Key references:
– Hip is at knee level
– Recklessly endangers an opponent
– Caused an apparent injury
– Not a repeat offender
From the perspective of DOPS and according to the EBEL Penalty Catalog Ref. Nr. 110 – Clipping, Alexander Cijan (#12) of EC Red Bull Salzburg is suspended for 2 games, effective immediately.
